Oregon's Remote Online Notarization Rules

Oregon made remote online notarization permanent under Senate Bill 765, signed into law June 15, 2021 (following a temporary pandemic authorization under HB 4212A in 2020). RON is codified at ORS § 194.277.

  • ✔ The notary performing the notarization must be physically located in Oregon at the time of signing — but you, the signer, can be anywhere, including out of state.
  • ✔ Not every commissioned Oregon notary is authorized to perform RON. The notary must complete separate RON training, notify the Oregon Secretary of State, and register an approved technology platform before performing remote notarial acts.
  • ✔ Oregon also recognizes RON performed by appropriately authorized out-of-state notaries under Oregon's interstate recognition statute (ORS § 194.260).
  • ✔ The notary must verify your identity, connect with you live over audio and video, and keep a recording of the session on file for at least 10 years.
